Animal Cruelty
What is Animal Cruelty? Animal cruelty occurs when someone intentionally injures or harms an animal or when a person willfully deprives an animal of food, water or necessary medical care.
Is Animal Cruelty a crime? Yes! In Texas, a person can be charged with Animal Cruelty if the person: Tortures an animal; fails to provide necessary food, care, or shelter; abandons an animal; transports or confines an animal in a cruel manner; kills, seriously injures, or administers poison to an animal; cause an animal to fight another animal; injures an animal; uses a live animal as a lure in a dog race; trips a horse; seriously overworks an animal. (Texas Penal Code Chapter 42, Sections 42.09 and 42.092).

- Defines adequate shelter to protect dogs from exposure to extreme temperatures, standing water and ensures the dog can stand, turn around, and lie down.
- Requires access to drinkable water.
- Prohibits the use of chain restraints which cause pain and injuries.
- Strikes the 24-hour waiting period so animal services and law enforcement can take immediate action for dogs in distress.

Report Animal Cruelty! Speak up for animals who cannot speak for themselves. Report animal cruelty to the authorities and / or even if you suspect it! You could save a life.

Rescue Ambulance
If you see an animal in danger or distress, contact our Injured Animal Rescue Ambulance by calling 713-880-HELP (4357). An animal is injured or ill if a physical wound is visible or he/she cannot stand/walk/function as normal. An animal is in distress if he or she is trapped, for example, in a sewer or unable to feed on their own, such as a newborn animal.

Lost Pet Resource Center
If you have lost your pet, it’s advisable that you follow these steps:
- Contact your local Animal Protection and Animal Control Agencies immediately. Reference the Animal Control Agencies in your area below.
- Contact the microchip company and let them know your pet is missing. Most microchip companies can send out an alert to nearby veterinary clinics and shelters. Ensure your microchip information is up to date!
- Check with neighbors, search on foot, use social media, make flyers using clear photos and detailed description, bring a flyer to local veterinarians in case anyone brings your pet into their clinic.
- Set up a sensory area to lure your pet home. Leave a towel or article of clothing with your scent on it outside of your home. Your pet may be disoriented and could be attracted by your scent. For a cat, set a humane cat trap with some food inside. If possible, place your cat’s bed or blanket nearby or inside the trap. A frightened cat’s instinct is to hide in silence. Most “lost” cats tend to stay in the general vicinity from which they disappeared. It is rare that they would wander out of the immediate neighborhood unless perhaps they were recently moved. Be patient and creative with your search. Traps can be rented from your local animal control agency.

We recommend that you check with your local Animal Control Agency for intake guidelines before arriving at their facility. Texas Penal Code Section 42.092 states that animal abandonment is a crime and can result in a Class A misdemeanor or worse.
